Combine rosemary, salt, and pepper; rub half the mixture onto meat. Place beef roast, fat side up, on a rack in a shallow roasting pan. Combine remaining seasoning with oil and vegetables in large bowl; toss. Place roast on rack in shallow roasting pan.

Instructions to make Roasted buttered beef and vegetables:
  1. Preheat oven to 375° Fahrenheit
  2. Cover bottom of roaster, or oven safe dish.
  3. Add spices to roast. Only use some of the salt to litely salt the roast.
  4. Put on top of butter in roaster
  5. Smother the top of roast with butter
  6. Add beans on top of buttered roast
  7. Salt the beans with some of the salt
  8. Add the mixed vegetables, litely salting the vegetables and add rest of the butter on top
  9. Put into oven covered.
  10. Roast for 1 1/2 hours. Serve hope you enjoy!

Combine remaining seasoning with oil and vegetables in large bowl; toss. Place roast on rack in shallow roasting pan. Do not add water or cover. Place the beef and butter into a slow cooker. Sprinkle the onion soup mix over.
