Pour in enough water to cover the beef, then bring the water to a boil on the stovetop. Reduce the heat to a simmer, and cover the pot.   6. Whisk eggs, sour cream, and milk together until smooth. Add a pinch of salt and pepper.
  7. Spread potato mixture out in pan. Pour eggs atop. Sprinkle cheeses.
  8. Bake at 375° for approximately 8 minutes or until eggs are no longer liquid.
  9. Assemble sandwich. Serve.
